The US Privacy Act applies only to records held by the federal
government. The Act sets out some limits on what the federal
government can do with personal information - but it does not apply
to state agencies, or to the private sector. Given its limited
scope, in comparison with the DPA, I wouldn't have thought it does
much to establish that personal data transferred from the UK is
ending up in a country which provides comparable level of protection
for personal data.
