ahha is the individual giving consent for you to publish
because they should be if not.
Also the purpose should be declared up front which could include
an OPT OUT box to say ' may pass your details to
likeminded organizations etc.

I would say that is this purpose wasn't declared at the time of
collecting the data then you cannot pass the info on to other parties.

not really, they would need to opt in the new law is very strict about
