I am membership secretary of "Academic Registrars Council", and would
not use the members details for this purpose. I would happily use it for
publicity of events, but not for marketing. And then only to people who
knew they were on the mailing list. Same applies to email circulars for
3rd parties: I rarely permit those unless directly relevant.
