Ian
I would suggest getting in touch with a company called Liberator based in Lincs. (Tel: 01476-550391)
I know that they have some solutions with electronic voices for those who cannot speak and maybe they will be able to help.
Kind Regards

Subject: Speech output to phone
Does anybody know of a better way to get speech from a program like
textHELP! into a phone than putting the phone next to the computer's
speakers and/or using a hands-free phone? This is for somebody with no
voice.
