I have recently put in place Access Arrangements for a student who has dyslexia on a Electrical Installation course. He received a reader for all of his exams apart from the 'Open Book' element. City And Guilds referred to section 2.2.6 of their guidelines (different to JCQ) and said that it was a reading assessment examination and therefore fell into the same category as a foreign language or English. While I agree that the student should not have a reader to help reference the answers, I feel that a reader being denied for clarification of the questions is discriminatory. He is being presented with unfamiliar terminolgy and sentence structure in the questions while he has had the entire academic year to familiarise himself with the reference book. In the working world, fault synopsis is more likely to come from observation rather than a written summary.
I would be interested to know if anyone has had a similar experience or if you agree that reasonable adjustment has not been made in this case.
