We had one within a couple of days of the news story. The applicant gave us an email address so we were able to email them the response with the appropriate guidance regarding their right to appeal and the ICO's contact details. The request was not complex so it was relatively easy.
One concern would be what to do if they did not provide a postal or an electronic address because of space limitations on a Twitter account. I was thinking of finding a space on the website to post the response and then send the link to the applicant via twitter. In a sense, the disclosure log could be that space.
I would be interested to know how others have approached this issue and what steps they would take to deal with a complex or long response that cannot be sent back through twitter.

Jonathan, thanks for the list. One of the challenges, with Twitter, is finding and following links that do not tweet very often. For example, one will find specialist lawyers who may tweet occasionally on specific cases, but not in general. For example Adam Wagner at UK Human rights blog. http://ukhumanrightsblog.com/
Another good source, on twitter, are the journalists who specialize on privacy or information rights issues. I cannot think of any off the top of my head beyond Martin Rosenbaum as they often cover other topics.
A final caveat, is that tweets can be eclectic and people, like me (for example), can tweet on a range of topics beyond data protection. :)
Be sure to use the hashtag #dpa as that will help you track tweets and allow others to pick up your tweets on that topic.
