In the Netherlands they have one regulator, OPTA, for all telecoms
related things (competition, consumer protection, privacy, security,
mobile), which is a successful "buck stops here" exercise. And postal
matters. Feels much more like a police department than a crowd of
civilians like OFCOM or TICO. Imagine something more like Phonepayplus,
but staffed by the Met.
It looks like they are going to merge OFCOM and POSTCOM, but that won't
make it a one stop shop for (eg) investigating and prosecuting spammers
and spyware which is an area that OPTA has done some good work in.
