It will only be financial institutions which will be advertising. But
aren't there other ways and means of approaching staff ie. placing an advert
in a newsletter which is available although the staffing area. That way the
employee decides to pick up the paper to read it (or not as the case may
be).

Just out of interest, how are your people proposing to disassociate
themselves from the liability of "recommending" these financial
institutions? What if you had included slips from Equitable Life, years ago,
and now had half your staff facing the prospects of a severely reduced
pension, and one of them decided it was "your fault"? There is, after all, a
very strong link between payroll and financial services. It's not as if you
are advertising a car washing service.
