The general allowance is there to top up the other two as needs
dictate (or to supply consumables as several LEAs decide). So why it
would be used for human support when the NMHA is untouched I cannot
imagine. It is sometimes resorted to as a cure-all by some LEAs. I
had one who insisted it was to be used for transport costs and it
took a letter from the DfEE to persuade him otherwise.
