Bryan Jones makes the point that the DDA does not apply to students,
but I know we both agree that this is a distinction one would be hard
pressed to make stick. Presumably staff use the library and the DDA
applies to HE in so far as it is an employer. If the voice is loud or
harsh maybe something could be done to soften it, but otherwise I
think there is no case to answer. If Imperial is making such a
revision across the campus, it is difficult to see what could justify
the library being excepted.
