Yes there are two applicable laws here.
Work e mails are personal data so GDPR applies. You need a legal basis to market to them as per Art 6.
Marketing to work e mails are classed as marketing to a "corporate subscriber" under PECR. This means that you do not need consent to market to them under PECR but of course still need a legal basis under GDPR (Consent or legitimate interests usually).
