As another poster has mentioned the DPA is silent apart from the purpose. However, the original Directive which the DPA comes from mentions the regulatory function in relation to prevention of crime etc. (Article 13) and "official authority". I am unsure that this is defined anywhere in the Directive but it looks to me that you are looking at someone with official authority to investigate crimes such as the police etc. I do not think (for what it is worth) that investigation of civil matters that may be a crime as well falls into this category.
I would ask for their authority to investigate crimes. If there is nothing then section 29(3) does not apply. However, the exemption in section 35(2) of the DPA may apply and disapply the non-disclosure provisions.
However, there may be others more knowledgeable than me.
