I raised a similar query a couple of years ago following an ICO decision notice -
The ICO’s Planning and Building Control Regulations: Guide to Practitioners (PARSOL, 2nd ed., v1.2, Aug 2006) confirms people commenting on a planning application will have their name and address published as part of the public record, but not their telephone number, email address or signature. Authorities are told to inform people of this disclosure when they make their comments / representations and it is common practice for authorities not to take anonymous comments into account, unless there are exceptional circumstances for someone’s details to be redacted.
The ICO issued a decision notice upholding an authority’s decision and approach not to publish the name or full address of objectors. The authority argued it didn’t think it necessary nor a legal requirement to publish the information and the ICO agreed (point 41 - FS50559952 – 26/02/2015).

I still don't see how a council can justifiably publish the full address of a member of the public on its website just because they've objected to a planning application. Surely this is excessive and contrary to the 3rd and 6th DP principles? I accept it's in the public interest for the name of the objector to be made public. But if this person is potentially in danger if their address is made public (eg if they're in the police or work as a prison officer), I don't see how publishing both their name and address can be justified under the DPA.
