I would consider using section 8(3) of the DPA to refuse repeated requests. In determining whether a reasonable period of time has expired I would take into account whether the information has changed or been added to. This would mean only new personal data that was not considered (even if withheld provided the reason for doing so persists) in the previous response.
If feeling courageous, you could always use section 8(2)(a) of "disproportionate effort" bearing in mind that the purpose of a SAR is to check what personal data is being processed, for what purposes and who the personal data came from or was disclosed to.
Personally, I would tick with section 8(3). It is not your fault if the requestor loses his own personal data.
