At my previous organisation, when we received an 'everything about me, everywhere' type request we would advise something along the lines that we were an organisation with 10,000 employees, hundreds of teams, dozens of areas and that had existed for 5 decades, and as such requests as not fulfilling the requirements for a legitimate request.
Then you'd give them guidance on how to narrow it down given what you know about them from their request i.e. ex-service user, ex-employee.
You would either not get a response back or you'd get a narrower request. Job done. :)
