As Rowenna says this is largely a behaviour and training and enforcement issue. It's not limited to "cloud" storage. For example despite what good RM suggests the majority of NHSMail users almost certainly have large amounts of PCD in their mailbox and have web access potentially from anywhere on the globe (or on ISS) ...
But if you think there is a real risk:
1. Ensure the cloud storage is encrypted in storage and in flight
2. Permit access only via trusted encrypted devices - anyone for BYOD here?
3. You could consider regional IP address blocking but this is certainly by-passable
