Parking enforcement is a slightly vexed matter - most parking has been devolved to local authorities, but the police service still take many complaints and deal with many offences.
I don't know whether 'are they [the police] allowed to?' is quite the right question - more like 'can they justify it?'
Your car needed moving, and it was quicker and less painful for all involved for the call handler to pass the details over the phone to the person reporting the incident. The other options were to call out a police officer or PCSO, or direct the caller to the highways authority and hope that they come out. If they had your telephone number on their system they could also have called you, but they may well not have a number; it might have been an old number; phone turned off or on silent; etc.
I think they could justify that it was a legitimate interest of the person receiving the information to get your car moved quickly with less hassle. You could also say it was disclosed in order for the reportee to exercise their legal right to drive their car off their driveway and into the road, if you want to think of it as being sensitive personal data (although just because you're the RK doesn't mean you parked it there, and therefore are responsible for the offence).
Conversely, you could, if you wanted, complain and argue that it was unlawful processing, and that the conditions for processing were tenuous. But you got away without a Fixed Penalty Notice, didn't you?

Agree with Kevin. Plus, in practical terms you parked illegally and it saves public money if the owner of the right of way can sort this directly, I would suggest that it seems fair and proportionate and that if you wish to make sure your address is not supplied to strangers that you park legally!

Are the police allowed to give addresses of registered keepers over the phone. I had parked across a gate (which of course I shouldn't have), then I got a knock on my door asking me to move it. Not a problem, but the woman claimed she had got my address (not my name, as if that makes much
difference) from the police. Given that I wasn't committing any criminal offence AFAIK (parked on public highway), surely this is a breach of data protection law?
