People share mobile phone much less than they share IP addresses.
This has become reinforced in recent years by the trend to have one's
[personally addressed] email delivered to one's mobile phone.
Google/Android (and probably IOS) identifies the phone in question by
its IMEI [the GSM equivalent of MAC] rather than for example the phone
number of the SIM it happens to have in it today.
