As far as I am aware, there is no obligation to disclose so you could just say no and ask them to get a court order.

Hello everyone,
I have had a request for personal information from Suma, a tax collection authority from Spain. They are citing S29 and asking us to confirm the addresses of two data subjects who may live in our local authority area in order that they can track them down regarding oustanding debts. I'm not sure that I'm entirely convinced that S29 applies in this case, as I can't see what condition for processing would legitimise such a disclosure, except perhaps for 6(1) the legitimate interests of a third party. Has anyone had any experience with these? I think I have spent too long thinking about it and am going around in circles.
