The fee dates to the 1984 Act, and IIRC, a survey was carried out to determine the acceptability of a 'handling charge'. Again, IIRC, the majority of respondents agreed, but thought £5 appropriate. Government simply doubled that.
£10 in 1984 is equivalent (in spending power) to around £25 today.
The cost of searching for and redacting all data about an individual in (say) retail totals many thousands of pounds. I know of one company that outsourced its IT operation but forgot to include SAR searches in the BAU conditions, and was presented with a quotation for searching the email servers and file and print servers in the sum of £60,000 - for a single SAR!
