No recommendations but something to bear in mind.
I do know one of the problems with using some versions of Adobe for this process is that they can, for want of a better choice of phrase, be reverse engineered to return the original text although this problem has been well known for a while so I assume more recent iterations of Adobe will have addressed this.
This is in contrast to a specific redaction tool like e-Redact which don't have this problem. That said commercial software may have its own issues as I have only ever seen the sales demos and not used any.
Probably doesn't make things any clearer but I hope it helps.
Thanks

Subject: [data-protection] Redaction software
Dear all
We're currently looking at the options regarding redaction software. It's a few years since we looked into this so it is likely that things have moved on.
I've had a recommendation of e-Redact. Is there any other system that anyone has used and would recommend so that we can compare a few options?
The redaction would be for FOIA and SARs, and also for preparing documents to be used in courts, tribunals etc.
