Not quite sure I understand the problem. If the person is dead, and Data
Protection therefore doesn't apply, can you not just follow the Adoption
rules? Is it more complicated than that?

doesn't apply to deceased persons. Adoption records have their own set of
access rules.
A father has made a SAR for the records of his deceased adopted child.
