I would suggest that if the information in the reports, when provided to another party can be matched to other data in the recipients possession to identify an individual, then the information is personal data.
With regard to the subject of an email. If the subject contains their name then I would suggest that the email is personal as by definition they are the "subject" of the email.
We could tie ourselves up in knots with "focus" ( a la Durant), but I would say both areas you mention contain personal data although this is obviously based on not seeing the reports.
