I had a similar call last week from someone ‘saying’ they were doing a survey for the National Park, in which we live. I asked how did I know who they were ? He gave me an 0500 phone number which he said was the number of the survey company. I could ring them to confirm who he was and he would ring again the next night same time. I never rang the number, and haven’t heard from him again.
All these calls, I usually apologise and say I realize they have a job to do, but don’t want to participate, and then hang up.
