Offending, employment and benefits – emerging findings from the MoJ / DWP / HMRC data share

This project involved the sharing of administrative data between the Ministry of Justice (MoJ), the Department for Work and Pensions (DWP) and Her Majesty’s Revenue and Customs (HMRC). The aim of the data-share is to improve the evidence base on the links between offending, employment and benefits, to support policy development.
Full legal and ethical approval for the data-sharing project was obtained in December 2010. The agreed administrative data was shared and successfully matched in early 2011, resulting in a dataset of approximately 3.6 million unique offenders with 40 million rows of sentencing, employment or benefit spells over the period 2000 to 2010.
Initial findings from the linked data were published in November 2011, to support policy development on the links between offending, employment and benefits and to demonstrate the potential of the improved evidence base. We are still in the initial stages of realising the potential of the linked data and will be publishing more findings in the future, particularly on the links between re-offending, employment and benefits. http://www.justice.gov.uk/publications/statistics-and-data/ad-hoc/index.htm
Officials from MoJ and DWP will discuss the background to the data-share, the issues and challenges involved in obtaining approval, the data matching methodology and results, and work undertaken to understand and validate the matched data. Discussion will then focus on the initial findings from analysing the linked data and how they have supported policy development, as well as plans for future analyses and the potential scope for the wider research and statistical community to use this data.
