This does not follow as if I write "return to sender" it comes back into
transmission by post when I pop it in the pillar box.
The question her is do I have an obligation to do that, because it is
still in transmission, or can I simply bin it ?

I looked into this issue for our Trading Standards section recently and
the understanding that I came to was that until a letter has reached its
intended recipient it is actually still in the course of transmission
and this is regardless of whose door mat it has landed on.
A case in point, if the above was not the case then there would be no
obligation on the postal service to handle 'Return to sender' or
redirected letters, as their function would be complete the moment that
the letter left the postmans hand.
