Paul
I would disagree with the 'interruption of senior officers time' argument.
In my experience most senior bods will have their phone diverted to either a
PA/Secretary or a subordinate and the only person who can get through
directly is that PA/Secretary/Subordinate. This is done expressly to
prevent the senior officer being interrupted by calls.
All of this pre-supposes the senior staff have direct dial numbers which
isn't always the case.

For senior staff I would probably provide names, e-mail addresses and
numbers at which they can be contacted (possibly via a switchboard or PA),
but not direct extension numbers. The reason being that efficient use of
senior staff resources, and their personal well-being, is not compatible
with them being interrupted all the time by people who are dissatisfied with
the official channels of communication. For the same reason I wouldn't
provide their mobile numbers. E-mails, however, can be filtered or
forwarded to avoid interruption.
I would argue that releasing details by which senior staff can be contacted
does not necessarily break the Data Protection Principles, but releasing
details by which their time can be intruded on does potentially break
Principle 1, and is therefore exempt under FoI s.40 (3)(a)(i).

Subject: Contact details FOI/DPA request
Hi
In a colleagues' absence, I have been asked if the releasing of
information in response to an FOI request (extract below) would be
acceptable, as it also refers to personal details;
"Can you please send me the contact details of your heads of
departments, including contact numbers and extensions and email
addresses?"
My initial thoughts are that the release of a simple organisation chart
with job titles and contact telephone numbers but without peoples' names
would be okay, however the email address would disclose the names of
staff so I believe should not be released. Would it be reasonable in
fulfilling the FOI request to release information as described above ie.
without email addresses?
Any thoughts gratefully received!
Thanks & Regards
Terry
