There is a NINO Policy Statement dated June 2005 from the DWP/HMRC NINO Board. I have it as a .pdf and included it, but not sure if that's allowed so it might not get through. Email me if you want a copy.
I also have a paper copy of the authorised users of NINO's - I Googled it and got this:

There is a list of approved uses and users of the NI number, and I think
a board does exist that gives permission to use it for certain purposes.
I can find no reference to this on the internet, but Chris Pounder gave
out details when I did my ISEB in Data Protection (unfortunately my
superb records management skills mean I can't find it at the moment).
I'm sure Chris will be able to give you more info.

I thought there was a general *prohibition* on using NI numbers (outside
of the tax system), which is nevertheless widely abused.
