It's unlikely that the new "owners" will be reluctant to return the dog to its original owners having become so attached to it over the last 3 years. The original owners are obviously not happy, so I suspect it's to do with this rather than any genuine DP consent issue.
Having studied land law many moons ago I know that you can legally take adverse possession of land or property if its owner has abandoned it 12 years ago or more. Not sure if the same applies to dogs though!

According to press report, the dog went missing in 2007 - it is now nearly 2011.
Dog company could disclose details of the 2007 owner to 2010 owner very easily (e.g. with consent) to allow them to sort out the ownership issue. If both are reasonable people they can resolve "what is in the best interest of the dog?".
This is so obvious that it is reasonable to assume it has been done. If so, there is something else (not reported) which is going on in the background.
Also is it a data protection issue? Surely the focus of the data is the dog? Perhaps you would like to discuss this on our next set of DP courses starting in Manchester at the end of the month (places still available).
Forgive the cunning and devious way of getting an advert in - but others do it all the time!
