Under the 1984 Act school governing bodies did have to register separately
from the school itself. This was remedied with the 1998 Act and a school
registration now automatically covers the governing body. My ancient
version of the ICO Notification Handbook, which may no longer be current,
says, at para 3.2.5:
"A single notification may be made in the name of the school. Most schools
currently have two register entries in the name of the Headteacher and the
Governing Body. ... When we receive a completed notification form in the
name of the school we will remove both the 1984 entries ..."
Individual governors would only have to consider registering if they were
processing data in their own right (in the same way as local councillors),
and not on behalf of the school - in which case they would probably be
agents of the school by virtue of their membership of the governing body,
not data processors.
