I wasn't around 200 years ago, but my sense is that people then didn't have
that much privacy, because they were likely to be living in a relatively
small community where everyone knew them, and also likely to be conducting
much of their business in public - work, shopping, recreation ... They
would have been very wary of strangers, precisely because they knew so
little about them.
The difference is that 200 years ago the neighbours would have known a lot
but the government wouldn't. Now it's the other way round: the government
probably knows a lot more about us than the neighbours. In addition, the
data is persistent. If I fell out with my village 200 years ago I could up
sticks and move somewhere else, where no one knew me. Now the aim of the
government is that I will never be able to shake off my electronic data
trail.
So it's not so much a question of *what* is known about me but *who* knows
it, and whether they can collect it without my consent.

redefine what we mean by the personal or the private?
It may make for better service, but at what cost?
