A year or so ago my daughter started work at a local hospital in her gap
year (i.e. straight from school, no significant work history). Her admin
job involved access to patient records. On her first or second day, her
manager said, in effect "IT will take ages to issue your log-on details, so
log on as me in the meantime". I know my daughter is trustworthy, but this
gives me no confidence in the reliability of NHS access controls. I've told
my GP not to upload my record to the NHS spine. (And he says that he has
told his GP the same.) But of course I agree that people should have the
choice. For some people I'm sure the benefits outweigh the risks. The
issue is how that choice gets presented, and whether it's an opt in or, as
now, an opt out based on 'presumed consent' - a weasel concept if ever there
was one.

Subject: NHS Summary Care Records
I've just received notice that, in Devon, the NHS is introducing the Summary
Care Record (SCR). This is a part of the national rollout and is documented
to an extent at http://www.nhscarerecords.nhs.uk/summary
As a type 2 diabetic I think it wise to have this record created and
available to the professionals who treat me. Diabetes has other medical
implications and they need to know about it wherever I am treated
nationally, especially if I am in no condition to communicate.
As a Privacy person I am unsure. The safeguards are stated to be a login
plus password plus token, all of which seems fine, but I recall in the
recesses of my mind that more than one NHS area had a bad password (etc)
sharing record.
My options are well stated at http://www.nhscarerecords.nhs.uk/options and I
can opt out fully if I choose to do it before a deadline. Doing it after
that means that it is made inaccessible, not deleted.
It also says that I will be asked prior to the SCR being either accessed or
updated. Can we work out why that is?
Have we discussed this topic before and I missed it?
