While I'm not completely familiar with its operation, could you not use the section 33 exemption for research purposes here? That seems to allow the data to be processed for a purely statistical exercise as long as they aren't used to support measures or decisions relating to specific individuals.

Thanks Brenda - nearly all of these will be city centre postcodes relating 

to more than one property. I'll have a look at whether the statistical 

information will be of use, but I suspect they will only want the full 

postcodes.



The purpose is to carry out a mapping exercise in relation to population 

migration, this one looking at a student's home postcode (generally 

parents' address) and their term time address to look at trends and 

patterns. Sorry, should have mentioned that in the opening message.



I'm also looking at the 'fairness' test in relation to principle 2 that is 

given slightly more prominence in the ICO's recent DPA guidance.
