You could send a redacted version, having removed all identifying
details, but I think you should not send identifying details without the
resident's consent. The information you request may be put into the
public domain but I think you should be able to choose whether the fact
of your request goes into the public domain. Others might disagree and I
hasten to add it is a personal view, not necessarily that of my
employers.
