While I think it is entirely reasonable to make sure that resources are not
wasted providing facilities the student knows they do not want and asking
them if the advised access arrangements are likely to be necessary is a
very reasonable course of action it may be the case that knowing the
additional time etc can be available could, in itself, provide the student
with the confidence to approach the examination.
I am also aware of students in schools, FE and HE who have had the advised
support pulled from them unilaterally "because you can't need it if you
didn't use it..." and consequently when they did need the support it wasn't
available.
I am sure I am writing about things everyone here already and instinctively
will do anyway.
