I was not aware that hotels did this in the UK, but I wouldn't be given
I'm English.
However at a recent trip to Venice the hotel asked for passports and
said they would be kept until we check out. I mentioned that I wasn't
happy about this (I could see other people's passports simply kept in
the pigeon holes behind the desk). The guy checking us in said it was no
problem, and just wrote down the passport from number from my passport
(security in case of non-payment so I could be traced), but not my
wife's. All was well.
Other trips inside the past few years to Europe have entailed the
passport number being given on check-in, a visual sighting by the desk
clerk and then the passport returned. That includes another trip to
Venice to a different hotel.
I would tell your US friend to request it back after it has been
checked. I personally never let my passport, driving licence, cheque
books or bank cards out of my sight when I use them, and am not aware of
any law requiring it to be kept (although there may be....)
