But surely the Council, when administering Council Tax Benefit (etc) is
just acting as an agent of the Social Security? I wonder what powers
the Social Security Fraud Act [which for certain aspects is very similar
to RIPA and just a year or so younger] gives councils?

They don't spy on them in real time, but they do sometimes inspect the
refuse and then either refuse(sic) to collect or, or sticker the
bags/bins with dire warnings. I think some councils believe that rubbish
uncollected in those circumstances suddenly becomes householder
fly-tipping, or something equally daft!
