Why is providing schooling not a core function of a LA? It seems to come
within the scope as described in your article. eg This wasn't about
surveillance on a teacher who is simply "a form of employee" in pursuit
of some employment wrangle with the teacher, but a much more fundamental
function of the LA which is determining which children are eligible for
which schools.
