Ignoring for a moment that the entire exercise seems to have been
misconceived as it appears to have taken place *after* the qualifying
date for entrance, how else does one establish residence? It's not about
owning a house there, or even paying the Council Tax - school admissions
policies demand that the child actually lives there (often expressed as
"regularly more than three nights out of Sunday thru Thursday").
Having discussed this issue with friends, I was shocked to learn that
evasion is regarded as par for the course, with one having given the
address of their mother and another the address of their childminder.
Local to where I live I've heard it said that people have rented houses
for six months, and such a rental agreement is no longer accepted as
proof of anything.
