I travel out of an airport which routinely takes mugshot photographs of
passengers (Norwich, in case anyone's interested).
There's a little known provision of the scheme (I'm notorious for
reading the small print) which enables you to refuse. Thus, the
photographing is NOT done under the authority of any enactment.
The consequences of refusing are that you would be denied access to
'airside' and an airline employee will escort you from 'landside' to the
gate when it is time to board. (I've never seen anyone dare to refuse
though ..) Norwich is a small airport and doesn't AFAIK have domestic
flights, but I may be wrong.
I wonder what would happen practically if everyone refused to be
fingerprinted like common criminals at Heathrow!
