Focussing on that point something else has occured to me - he makes two
points -
1 - .co.uk domain names should be for UK businesses
2 - When the data is inspected, that domain looks like a business.
Firstly, as Tim suggested this is naive. He is either low on awareness
of exactly what is out there, or actually what is on reflection more
likely, hiding a bit behind some historical internet policy that if
we're honest everyone knows is not the case.
Secondly, this also holds true except for the fact that I think it's
unlikely the data was inspected?

I think I would tend to be charitable based on the response. I'd only
base that on the response, not the keeping of old data way beyond its
use by date. I see his point about domain names, but that shows him to
be naive.
