As far as care costs being met by SS, that depends. If a student is on
direct payments, they can use their money how they wish, but it may
well not cover the 'care' costs related to a residential field trip.
For example, say that someone has half an hour of care three times a
day (get up/bathroom help), that may work well when they're in
familiar surroundings at uni and can use (e.g.) powered mobility -
field trips may mean needing someone to push them, and I know some SS
would class that as educational (so not their responsibility). You
also have the difficulty of finding carers that SS are satisfied with
(a particular issue if a student is not on DP).
