I don't know the guidance you refer to but surely the disproportionate effort 'exemption' at DPA s 8(2) applies only to provision of the information in permanent form, not to provision of information per se, ie 'communication of the information'.

Subject: [data-protection] Social Services files
We have received a SAR for a child care file. In these cases due to the
sensitive nature of the data they are dealt with by Social Services but
monitored by DP. Social Services have claimed -
copying all the files (of which there are a large number) would
involve “disproportionate effort” as referred to in the guidance for social
services p20 sec 5.29.
They have asked me to contact the data subject and ask exactly which part
they wish to have as they are unwilling to copy everything for the reason
above.
Has anyone else experience of this exemption under DP to not dislose/copy
all data.
