Perhaps people are expected to know that Statewatch is just a service
consolidating copies of other people's documents (both with, and more
interestingly without, their consent). I've never met anyone before who
didn't realise that, but as you've demonstrated it's clearly a
possibility.

What "isn't supposed to be done"?
One of the sites I maintain has local copies of some Home Office press
releases (from 2001) which they have not thought fit to archive
themselves. I do not have a guilty conscience about keeping a copy
myself and making it available from my site (with the document clearly
branded as belonging to them). I regard it as a public service [tm] and
I'm sure my chums at the Home Office don't mind.
