Council tax data is covered by the Local Government Finance Act 1992 and
housing data isn't. All you need to do is to make sure the subject knows the
purposes to which this data can be put (fair processing statement) whereas
the LGFA prohibits the use of CT data for any other purpose (except voids
and empty properties.)

So why can't Council Tax data be used in the same way ? Surely your Housing
system will relate to only a few number of the people who ring up. If you
are only using it for CRM calls to do with Housing matters thenn maybe the
ICO's comments apply.

I have the same problem. We have a scheme called Choice Homes where people
bid for vacant housing. Our CRM wants to populate its database from our
Housing system and we have decided as long as it is for Housing applications
under Choice Homes the purpose is still the same. You cannot get the data
from Housing for a Public protection complaint about bonfires.
