Now there's an interesting situation - especially in a DPA context when
the data controller seeks to satify themselves of an applicant's identity.
Not sure of the answer though. I was tempted to say the birth certificate
but actually that just confirms a live birth was registered. To obtain a
passport you generally submit a birth certificate and presumably both it
and a driving licence can show a different name if someone changes their
name on marriage or by deed poll.
