Could they? FoI(S)A section 8(1)(b) says "states the name of the applicant
and an address for correspondence", and I see there's identical wording in
FoIA, also in 8(1)(b).
Maybe Graeme could mention his concerns to the requestor? Presumably the
request could be withdrawn and resubmitted through a proxy. Perhaps the
requestor thinks it's not actually important to be anonymous.
