That surely depends on the nature of the backups.
Some of them are indeed "streaming" backups that are in a quite
different format to the original data (although they *do* have a
structure, but perhaps one for which the supplier has failed to provide
a simple search tool).
Others would be as searchable as the original mail system. Indeed many
that are deployed in order to meet law-enforcement originated data
retention and disclosure obligations are *specifically* engineered to
make searching easy - even when the data in the one backup system has
come from a multitude of sources.
