I suspect that there is more to this than meets the eye. Perhaps the student
caused the college some expense that they cannot reclaim? However, they
cannot withold it. As Ann pointed out whoever 'owns' the report she is entitled to
a copy of anything written about her. That would include the Ed Psych's report.
I suggest pointing that out to the college.

report to the student. They are refusing, saying that the student had
