I think this confuses production costs with the cost of getting a copy to the
individual. The OU, for example, send both print and electronic formats to
students if they need the electronic format - they say the cost of NOT sending
the print version is higher than sending it. Economies of scale make the cost
of the 'usual' print copy relatively small. Producing and sending out one CD
can cost a great deal more than selling a print copy.
I think we should aiom for 'same cost as' rather than 'cheaper'.
